


State Rep. Kathy Schmaltz this week introduced a plan to support Michigan National Guard members by easing the financial burden of health and dental insurance premiums when they are not on active duty.
Schmaltz said while National Guard members receive health care coverage when they are called to active duty, many are left paying out of pocket to maintain their health between deployments.
“Michigan National Guard members drop everything and run toward danger when we need them most — whether it’s responding to a natural disaster, maintaining public safety, or supporting our communities during a crisis,” Schmaltz said. “The least we can do is help ensure they can afford the care they need when they’re not in uniform.”
House Bill 4712, introduced by Schmaltz, would establish a state reimbursement program to help cover the cost of health and dental insurance premiums for National Guard members who do not qualify for existing coverage through an employer, private insurer, or traditional assistance program.
“These brave men and women shouldn’t have to choose between their health and their service to our state,” Schmaltz said. “This plan is a simple, meaningful way to support their readiness, wellbeing, and peace of mind.”
Under the plan, the Michigan Department of Military and Veterans Affairs (DMVA) would oversee the program and provide clear instructions for Guard members to apply for reimbursement through the department’s website.
Schmaltz emphasized that investing in Michigan’s National Guard is both a show of gratitude and a practical step to ensure Michigan is prepared and resilient.
“Our Guard members stand ready to serve us,” Schmaltz said. “This is how we serve them.”
House Bill 4712 was referred to the House Families and Veterans Committee, which Schmaltz chairs.
