Rep. Jaime Greene’s HB 4919 advances to remove minor licensing citations and keep skilled workers on the job

LANSING, Mich. — The Michigan House today voted to advance legislation introduced by Rep. Jaime Greene (R–Richmond) that removes unnecessary barriers for licensed tradespeople who have corrected minor paperwork violations.

House Bill 4919 updates the Skilled Trades Regulation Act to allow certain licensing citations related to missed continuing education requirements to be automatically removed once the issue has been corrected, or after a defined period of time. Current law keeps even minor infractions on a worker’s record for five years, often creating obstacles to employment long after the issue has been resolved.

“This is about fairness and common sense,” Greene said. “When a skilled trades worker fixes a minor oversight, the state shouldn’t keep punishing them years later. Michigan needs these workers on the job, not stuck behind bureaucratic red tape.”

Beginning January 1, 2026, the bill would require the removal of continuing-education-related citations once proof of compliance is provided, or automatically after four years. The change applies only to minor regulatory issues and does not affect serious violations or public safety enforcement.

Greene said the legislation helps address workforce shortages while maintaining professional standards.

“We can protect consumers and uphold licensure requirements without jeopardizing someone’s livelihood over a technical mistake,” Greene said. “This reform strikes the right balance.”

House Bill 4919 now moves to the Senate for further consideration.
